The dome would only cover the central core of Houston, not the entire city. What happens to the rest of the Houston area? How will the dome affect it? What happens to the rain that falls on the dome? Imagine the system needed for that. How will the dome affect winds swirling around it? While the temperature inside the dome may be cooler during the summer, the panels will reflect some of the suns energy to the outside areas of Houston, causing an increase in temperature there. And during a hurricane, who decides who can enter the protection of the dome? Again, the dome will only cover a very small part of the city, leaving the rest exposed to possibly increased danger because of the affects the dome will have on the environment.

It is amazing, but it leaves many questions unanswered.
