Officer Rico Palomino has been charged with official misconduct after being caught on video punching an inmate in the face in Cook County.
Prosecutors say Palomino told the inmate in question to tell authorities that he tried to strike Palomino first, or else Palomino would report that the inmate attempted to escape. The victim was treated at a local medical facility where he received stitches to the inside of his mouth.
After the incident, Palomino filed several reports with conflicting information stating that the victim reached for Palomino’s shirt.
When investigators reviewed the CCTV footage, however, it showed that the inmate never actually made any aggressive moves toward Palomino.
